With reference to the last paragraph of Canton

Political Report for June Quarter 1928, enolosed with my

despatch No. 97 of 25th June, and to my despatches Nos.

86 and 88 of June 5th and 12th respectively, I have

the honour to forward herewith copy of a further letter which

I have received from the Commissioner for Foreign Affairs,

on the subject anti-piracy measures taken by the Chinese in

the Bias Bay District.

From this and from a police report transmitted to

me by the Officer Administering the Government of Hongkong

it would appear that they are really persevering in their

efforts to clean up this area on their own account, and are

establishing a small garrison at Bias Bay together with an

occasional gunboat patrol.

3. Againet this more encouraging state of affairs must

be set the fact that there have been two recent recurrences

of piracy in inland waters. On 6th July the Asiatic

Petroleum Company's lighter "Faak Wan Shaan", was pirated

while on her way from Canton to Samshui, though no cargo was

stolen, and only the crew's personal affects removed. The

most recent instance was the piracy of the same company 's

lighter "Fati" on 14th July in the San Wul district, five

Chinese being kidnapped.
